Heat olive oil on medium heat, fry the spices and when fragrant, add the shallots, garlic and tomatoes and fry for a few minutes.
Toss the red peppers in and stir again, add the seafood and stir about for a minute. Add the rest of the lemon juice, wine, water and cream and mix well. Let this get to a simmer uncovered.
Here add the rice, coriander leaves, saffron and paprika and mix, adding salt to your taste. Cover half the lid and let this simmer away 20 minutes or until the rice is cooked. Serve hot and soupey.
